Project introduction

Laos Vientiane Saitha low-carbon demonstration zone project

Climate change is a grave challenge facing the international community and requires a concerted global response. We will help recipient countries improve their capacity to cope with climate change through low-carbon material assistance. The development zone also actively cooperated with the environment ministries of China and Laos to carry out the construction of low-carbon demonstration zones, and in 2019, the development Zone was officially incorporated into one of China's 10 low-carbon demonstration zones in developing countries. At present, it has successfully applied for the second phase of about 40 million aid materials, creating the first project in the history of South-South cooperation foreign aid to receive the second phase aid in the same year.

September 2019

In September 2019, the Ministry of Ecology and Environment of China officially decided to include the Saitha Comprehensive Development Zone in the "10 low-carbon demonstration zones in developing countries".

July 2020

On July 16, 2020, Chinese Minister of Ecology and Environment Huang Runqiu and Lao Minister of Natural Resources and Environment Song Ma Pongshe held a video ceremony and signed the Memorandum of Understanding on Cooperation in Building a low-carbon Demonstration Zone of Saitha in Vientiane. According to the document, China's Ministry of Ecology and Environment will provide one-time assistance, including solar street lights, new energy vehicles and portable monitoring equipment, for the construction of the Saiseta low-carbon demonstration zone.

June 2021

On June 4, 2021, the delivery ceremony of the first batch of 2,000 sets of solar street lights and environmental monitoring equipment for the Saiseta low-carbon Demonstration Zone cooperation project was held in Yangzhou, Jiangsu Province, and the materials were then shipped.

December 2021

On December 27, 2021, the new energy vehicle delivery ceremony of Serta low-carbon Demonstration Zone was held in Changsha, Hunan Province, and 28 new energy vehicles were then shipped.

April 2022

On April 29, 2022, the unveiling ceremony of Saysetar Low-carbon Demonstration Zone and the delivery ceremony of new energy vehicle project was held by video. Zhao Yingmin, Vice Minister of Ecology and Environment of China, and Senakan Intaweng, Vice Minister of Natural Resources and Environment of Laos attended the event and delivered speeches. At this point, all the materials of China's aid arrived in Laos and were officially put into use.

October 2022

In October 2022, the Ministry of Ecology and Environment of China officially decided to provide the second phase of assistance for the Saiserta low-carbon Demonstration Zone. In November of the same year, the second phase of the Memorandum of Understanding (MOU) was signed.

December 2022

On December 1, 2022, the Saitha low-carbon Demonstration Zone was included in the Joint Statement on Further Deepening the Building of the China-Laos Community of Shared Future issued by China and Laos.
