In 2010, Yunnan overseas Investment Co., Ltd., the overseas investment platform of Yunnan Construction Investment holding Group Co., Ltd., jointly funded the development. 

Among them, the Laos Vientiane municipal government accounts for 25% of the shares, which is mainly responsible for coordinating the relevant departments, assisting in handling the approval documents of the relevant departments and providing facilities: coordinating the relevant departments to remit funds to and from Laos, and coordinating the government where the project is located, so that the project can be developed in accordance with the set goals.

China Merchants Group is an important state-owned backbone enterprise directly managed by the central government. In 2018, China Merchants Group and Laos-China Joint Investment Co., Ltd. established Laos Vientiane Seseta Operation and Management Co., Ltd., with a registered capital of US $1 million, which is mainly responsible for the operation and management of Laos Vientiane Seseta Comprehensive Development Zone.
