The overall function of the development zone is defined as "one city and four districts, i.e. Vientiane New City of Industry and Ecology, bearing area of international production capacity co-operation, demonstration area of Sino-Laos co-operation and development, the core area of Vientiane New City, and the livable area of harmonious human environment".

Planning Objective: The park will develop from a single development mode to a compound development, operation and financial trinity mode, and grow into a Vientiane New City with the integration of industry and city. Taking "Sai Sai Sai Tower, a light of Waxiang" as the core carrier, "green, ecological, quiet and modern" as the purpose, the development of processing and manufacturing industry, re-export trade industry, modern logistics industry and recreation and ecological industry are the four leading industries of this project and the four leading industries of this project are "supported by industry, and supported by ecology". The development mode of integration of industry and city is "supported by industry and supported by city".

Development sequence: three phases of rolling development, - the development of 4 square kilometres, the main development of industrial industry: the second and third phase focus on the development of trade, tourism and efforts to build a new city of Wanxiang.
