YUNNAN CONSTRUCTION INVESTMENT HOLDING GROUP

Sai Serta Comprehensive Development Zone in Vientiane, Laos is invested and developed by Lao-China Joint Investment Company Limited (hereinafter referred to as Lao-China Joint Investment), which is co-financed by Yunnan Construction Investment Holding Group Co. (hereinafter referred to as "Lao-China Union Investment"), which is a national-level cooperation project jointly determined by the governments of China and Laos, and is the only national-level overseas economic and trade cooperation zone of China in Laos.

The project is located in the core area of the new city of Vientiane, the capital of Laos, covering an area of 11.5 square kilometers. The development zone will be developed in three phases, with a total investment of USD 5 billion, adhering to the development concept of "developing the city with production, promoting production with the city, and integrating the production with the city" to build a sub-center of Vientiane. At present, the development and construction of the first phase of 4 square kilometers has been completed, and basic and supporting facilities such as water, electricity, roads, standardized factories, etc. have been built to provide all-round support for the enterprises entering the park. At present, the second and third phases of the project are being fully pushed forward with the construction of services and supporting facilities, accelerating the improvement of landscape, gardening, greening, lakes and other projects, and making every effort to create a "green, ecological, tranquil and modern" Vientiane New City.

As of the end of October 2023, there are 136 enterprises in the development zone, of which 70 have been completed and put into operation. These enterprises come from 9 countries and regions such as China, Thailand, Japan, etc. They include important enterprises such as Lao-China Railway Company Limited, TAG Heuer Laos Company Limited, Bede Clothing Laos Company Limited, Laos Communication Technology Company Limited, Laos United Pharmaceutical Group Company Limited, New Hope Laos Company Limited, and Zhongrun Photovoltaic Science and Technology Laos Wholly Owned Company Limited. At present, the total number of workers in the development zone reaches 6,000, and the annual gross output value is expected to exceed 1.8 billion U.S. dollars and create more than 10,000 jobs after all the enterprises are put into operation. The development zone also actively cooperates with the environment ministries of China and Laos to carry out the construction of low-carbon demonstration zones, and in 2019, the development zone was officially included in one of the 10 low-carbon demonstration zones carried out by China in developing countries. Solar streetlights assisted by China's Ministry of Ecology and Environment have been installed and put into use, and new energy buses, trucks, and environmental enforcement vehicles were successfully delivered on April 29, 2022.On December 1, 2022, the project was included in the Joint Declaration on Further Deepening the Construction of the China-Laos Community of Destiny issued by China and Laos.
