On the same day, the Chinese and Lao governments also formally signed the Agreement on Key Projects for Capacity and Investment Cooperation between China and Lao and the Action Plan for Building a Community of Destiny between China and Lao. The Sai Serta Comprehensive Development Zone entered the second round of China-Laos production capacity and investment cooperation key projects list, at the same time in the "building China-Laos community of destiny action plan" is also clear to "make every effort to build a good China-Laos Molmudu-Maoting Economic Cooperation Zone and Vientiane Sai Serta Comprehensive Development Zone, and grow cross-border cooperation and economic and trade cooperation zones construction."
